The concept of corruption


God has boosted people to the terrain with all crucial things inevitably imperative for their survival. God has also sent them some rules for leading their lives controlled and cleanly and as such he has accordingly bestowed upon some rules and regulation so that human beings can lead his life by following these instructions. If they go out of these rules, they become flummoxed what to do. Corruption lies in rendering services in the field of both private and public sector. When a man relapses himself, he stigmatizes himself by entering into the world of diffuseness as well as fallacious from where he can never get rid of. He commits crime, such as smuggling, robbing, murdering, snatching and dilapidation etc. Failure waits for him everywhere. Even if, he is attracted by innumerable deadly forbidden things. Being educated, he becomes addicted to evil works in society. In many times, it is observed that he becomes ambitious and many harmful activities are performed in social life. It is a matter of great regrets that being corrupt and heinous work, the society cannot consider him as an evil person; never the less; every body is in the way to run after such outlawed things. In many times the terror leaders welcome him and encourage him to do the forbidden things. Thus a person becomes the leader of the country and occupies a very influential position in the society by doing all the forbidden things like bribing, mal practicing and thieving. Youth is the best season of good harvest and as such it is like mild mud and henceforth, he needs to proceed his life very carefully. Mainly for these three reasons, we are loosing many brightly illuminated resource personnel to place them on the basis of ‘Right man for the right place’ of our country. We need to end all these frolicsome activities. We must come across some way to get rid of mischievous debris and save the bewildered people of our country. The Government also should take actions against such awful activities. First of all, the people here should be aware of the explosion of population and they must not possess more than two children. Secondly, we need to be careful about making friendship, so that we don't have any bad company. And at last, we must have to recognize the importance of education. No matter how poor we are, we have to try our level best to gain knowledge. In this context, Socrates said, " Knowledge is virtue, from knowledge, virtue and goodness flourish; from ignorance, he said, all that is evil.

The critics of Public Debt Management System


Public Debt Management is the process of establishing and implementing a policy for managing the government’s debt in order to raise the required amount of funding, track its cost and risk objectives, and to convene any other public debt management goals for which the government has put criteria for developing and maintaining an efficient and liquid market for national securities. Hence, The Legal framework should clarify the authority to borrow and to issue new debt, invest and undertake transactions on behalf of the Government. The organizational framework should be well specified where mandates and roles are well articulated. Sovereign debt management may span a country’s debt management organization or a fundamental depository. Debt management report should be made publicly which would review preceding year’s activities and provide synopsis of borrowing plans based on budget protuberance. The Public Accounts comprises of three divisions Debt, Deposits and Reserves and Remittances. The 'Debt' Comprises receipt and payments in respect of which government incurs a liability to repay the money received or has a claim to recover the amount paid together with repayments of the former and recoveries of the latter. State General Provident Fund, National Savings Certificate and Postal Savings Certificates etc. are recorded in this division. The 'Deposit and Reserves' comprises receipts and payment for which the Government acts as a banker. The government, as the banker, deals with civil deposit, personal deposit and renewal reserve fund etc. The 'Remittances' division comprises all adjusting heads for instance, remittances to and from Bangladesh Bank and PWD, Defence, Forest, T and T and Postal etc. Remittances to Bangladesh mission abroad are also included in this division. The form of accounting used by the Government of Bangladesh is based on the cash basis of accounting; that is, recording the transaction at the time when cash is paid or received. Cash basis of Accounting is a traditional basis of govt accounting. There are completely two different sets of published accounts in Bangladesh- the Annual Finance Accounts and the Annual Appropriation Accounts and Annual Finance Accounts: The Finance Accounts reflect total annual receipts and expenditure of the government together with relevant financial statements. Furthermore, the cash balance of the government is also publicized in this statement where preparation of the Annual Finance Accounts is vested with the C&AG according to Article 4 of the Comptroller and Auditor General (Additional Functions) Act, 1974. Appropriation Accounts: The appropriation is a proportional report viewing comprehensive head-wise/code-wise ultimate budgetary distribution and authentic expenses of different ministries and their subordinate offices with details of variances (if any). According to Article 128 of the Constitution and Rule 4 of the Comptroller and Auditor General (Additional functions) Act 1974, preparation of the Appropriation Accounts by the concerned Accounts Offices, it is reviewed by the Directorates of Civil Audit and PT&T according to concerned portions and then certified by the C&AG with required observations. The primary accounts are held in reserve where the transactions take place. There are two branches of primary accounts, one kept by the govt. accounting departments; and the other kept by the self-drawing departments known as departmentalized accounts departments, like Public Works Department, Telephone Board Postal Department, forest Department etc. To keep consistency and for the convenience of administrative functions, govt. has set up accounting offices under the control of CGA. CGDF and ADGFR. Office of the CGA covers all ministries and departments except Defence and Railway. The lowest tire of accounting unit tender the Controller General of Accounts (CGA) is the Upazilla Accounts Office. Next unit is the District Accounts Office, which is located at the District Headquarters. For the account purpose, there are also 20 regional Accounts Offices at the greater district headquarters, which consolidate the accounts received from the District and Upazilla Accounts Officers for onward transmission to the Controller General of Accounts. The Chief Accounts Offices of the respective Ministries keep accounts of the presidency. There are 21 Accounts Offices for the ministries and divisions of the govt. They work under the Administrative control of the C&AG and CGA and under the functional control of the secretary of the concerned Ministry/Division. All these Accounts Offices and their activities facilities the CGA office to prepare the Monthly Accounts, the Finance Accounts and Appropriation Accounts. Considering the special nature of functions and activities of the Defense Service and the Railway. Govt. has established separated departments for their accounting functions, namely the CGDF and the ADGFR respectively. Accounting units of these Departments also prepare and maintain their monthly accounts, which facilitate the CGDF and the ADGFR to prepare the Monthly Accounts, the Finance Accounts and the Appropriation Accounts. The accounting system for the departments, which run the Departmentalized concept such as Railway, Defence, Postal, T&T, Works, Forest etc, is a bit different from concept such as Railway, Defense, Postal, T&T, Works, Forest etc. is a bit different from the general government accounting system. However, except Railway all other departments do not have separate bank account. The Railway has separate bank account with the Bangladesh Bank and that shows separate through a head called ''Remittance""- an adjusting head in the government account and deposit it their income through using this head too. The Bangladesh Bank (BB) acts the banker to the government although there exists distinction between Consolidated Fund and Public Account, in effect cash balance of the Government is one and that lies with the Bangladesh Bank. The Accounting Offices issue cheque in favour of the parties/person's and then the cheques are finally drawn from the (now Central Reconciliation Unit) fore reconciliation and outside the presidency where there are no branches of BB Sonali Bank acts as the Banker to the Government Cheques issued by the Accounting Offices and drawn on the Sonali Bank afterwards are sent back to the concerned Accounting Offices for reconciliation. The Thana, District and Chief Accounts Officers record each and every transaction of the government as the initial accounts where it is applicable. Initial accounts are recorded under the relevant head of accounts where the transaction is taken place where Upazilla and District Accounts Offices send accounts as usual by the 10th of the following month. The DCA Offices subsequently classify the detailed accounting information under the respective head of accounts and propel it to the CGA by the 20th of that month. On the other side, self-drawing Departments transmit their accounts to the CAO of their respective ministries. Along with those, the CAO Office prepares initial accounts of the presidency, classify and consolidate the accounts within the purview of its ministry's boundaries and then send the accounts to the CGA by 20th of the following month. They also send the accounts to their respective Principal Accounting Officer/Secretary of Ministry or Division. CGA Prepares consolidated accounts based on the accounting data supplied by the CAO and DCA's. Similar procedure is followed in the accounting units of the Defense Finance and Railway so far as flow of accounts is concerned. In respect of preparation of the Finance Accounts and the Appropriation Accounts of the Defence Ministry and the Railway Department, the CGDF and the ADGFR respectively play the key role. The monthly Accounts prepared and maintained by the Accounts Officers of the government are the basis of Finance Accounts and the Appropriation Accounts. The following criteria are the factor which is worth noting. Well-articulated responsibilities for staff, clear monitoring, control policies and reporting arrangements required. Precise and comprehensive management information system with proper safeguards. Staff be subject to a code of conduct and conflict of interest guidelines re management of personal financial affairs. Debt Management approach: Risk can be moderate by transforming debt structure against costs which is accelerated for borrowing decisions at reduced risks. Debt managers should consider financial and other risks characteristic to government cash flows where carefully assessment and managing risk associated with foreign currency and short term floating rate debt is virtual important with due regard. Debt Management Strategy should be Cost effective where cash management policies needs to meet with a high degree of certainty financial obligations as they fall due. A framework enabling debt managers to manage the trade-off between expected costs and risk in government debt portfolio should be set forth in consistence with real life situation. Impact of contingent liabilities on Government financial and liquidity position cannot be ignored while making decision in respect of selecting borrowing criteria. Risks in sovereign debt management Market risks involve changes in interest rate, exchange rate and commodity prices and their impact on government debt servicing. Longer term fixed rate needs to be preferred. In this connection, rollover risk is another factor to reduce risk in the field of Debt Management System: The risk that debt may have to be rolled over at an unusually high cost, and in extreme cases, cannot be rolled over. Operational Risk: A Transaction error, failure of internal control or systems, security breaches natural disasters affecting business activity. Risks in sovereign debt management Liquidity risk: It involves a situation when volumes of liquid assets diminish quickly in face of unanticipated cash flow obligation or difficulty in raising cash thru borrowing on short notice. Credit Risk: It refers to non-performance by borrowers on loans or other financial assets e.g. contingent liabilities, derivative contract entered into by debt manager. Develop Efficient Govt. Securities Market To minimize cost and risk debt managers should strive to develop efficient securities market. To strive to achieve a broad investor base for both domestic and foreign obligation with investors being treated equitably. The primary market should be transparent and predictable with market-based debt issuance. Government should promote a resilient and there should have criteria for Debt versus Deficit which deficit is a flow of new debt incurred when the Government spends more than it raises as taxes. Ex: When US government ran a deficit of $ 100 billion in 1995, it adds to stock of government debt, but when it enjoyed a surplus of $ 200 billion in 1999, it reduced the stock by that amount. Objectives of Debt management To ensure that government financing needs and its payment obligations are met. To secure government debt at the lowest possible cost over medium and long range. It should be consistent with prudent degree of risk Coordination with Monetary and Fiscal Policies Debt Managers, fiscal policy advisors and central bankers should share an understanding on the objectives of debt management, fiscal and monetary policies. Borrowing Authority: An IMF survey shows that: In all of the countries surveyed, the legal authority to borrow rests with the parliament In most of the countries, legislation has been enacted authorizing the Ministry of Finance to borrow on behalf of the government. In some others, that power has been delegated to the Cabinet, and in one case (India) straightly to the state bank. Debt Management Responsibility in Bangladesh: Regarding debt management system, there exists lots of responsibility to create and debt management market by borrowing and establishing funds and in a nutshell, these are as follows: The Rules of Business empowers Finance Division to borrow and float market loans. Bangladesh Bank Order 1972 envisages that BB acts as an agent to the Government, among others, for management of the public debt, they play active role in this respect. FSAP Report of IMF recommended that the terms, manner and conditions of borrowing fund should rest with Finance Division. The Report envisaged that Debt Management Office may be established in Finance Division. That the Office should report to Finance Secretary. The Office is responsible for all public debt including NSCs and external debt as well. Currently, NSCs debt are managed by IRD while external debt are managed by ERD, while borrowing from the banking system is managed by Bangladesh Bank with peripheral. Current Practice in Debt Management Domestic debt management is performed by BB very often not reflecting the needs of Government’s fiscal policy. The objective of debt management and monetary management seems to get blurred. Because of lack of involvement FD depends on its creditor (BB) for debt stock and borrowing information during the year. Government accounting system derived its authorization from the Constitution of Bangladesh and as such the Constitution empowered the Comptroller and Auditor General to lay down the forms and manners of the government accounting. The Comptroller and Auditor General (Additional Functions) Act, 1974 assigned the C&AG with the responsibilities of maintenance the accounts of the Republic. These responsibilities of the Appropriation Accounts. Office of the Controller General of Accounts (CGA), Controller General Defense Finance (CGDF), Additional Director General Finance of Railway (ADGFR) and the Bangladesh Bank are the main source of accounting information for the government. Controller General of Accounts (CGA) plays the most important role in the government accounting function. CGA is responsible for keeping the accounts of the receipts and expenditure that are done the govt. departments other than the departmentalized accounting Departments and the Defense and Railway Department. CGDF maintains the accounts of the armed Forces and the departments under the Ministry of Defense. ADGFR is responsible for keeping the accounts of Bangladesh Railway. Bangladesh Bank furnishes the information and figures to the govt. accounting departments regarding foreign loans and aids provided by the International Development Partners to Bangladesh.

There is no denying the fact that Media means some organizations which are engaged in providing and focusing the day to day activities and the literary patterns or sequences on any affairs as a tentative flow of the world through their publications virtually. They are involved in evaluating the massive weakness of a country and furthermore, they act like the mirrors which reflect the news and views through their cosmopolitan outlook.

 In a country, there are lots of things which are unexplored but with the gallant role of a media, those things are disclosed and focused to the public and thus they play a vital role to strengthen the way of actual democracy. Bangladesh is a developing country and her wealth is limited but her demands are highly unlimited as such the media should disclose the undiscovered hidden resources like coal, gas and other mineral resources. The media like Television, Radio, Newspaper, Internets play a vital role in a country in the field of economics, trade and commerce, literature, science and technology, religion, sociology and other related affairs for development further. Internet for email is basically for mail transmission electronically among people.

There are also mailboxes, mail servers and other features like those in traditional post office systems. Only the difference is the simplicity and speed in the information transmission via computer and Internet. Internet for E-mail is a great achievement in the world of communication. It is a great achievement because it allows messages reach its recipients within a very short time. If anybody asks how much time it would take for a letter to reach Bangladesh from EU or USA, even the top officials of the Post department would not be able to answer.

 The fastest mail delivery system of the world, DHL takes a minimum of three days to deliver mail to a client. There are of course other communication devices like phone, fax, telex, but often those are too costly. Among all the media of information transmission, internet email is the best as it is the cheapest and also the fastest. Also it ensures privacy or confidentiality, as the message is stored in the mailbox of the recipient directly. The sender can be sure that the recipient will obtain the message, which is sometimes impossible to assume in case of Fax. Another great benefit of email is that a user can access his/her messages from any computer of the world that has Internet access, whenever he/she wants to check for e-mail. Besides this, Internet in modern world is being used in the field of education and commerce to a great extent.

 Through Internets, orders are being placed according to the Indents and thus export and import are being carried out. The press spreads knowledge if they apply
In good sense of humors in birth of nation
They fight and fight like death trap in Philippines.
 The press is the source to release the thoughts
For the old and unhappy doers to gain,
And to fortify the rhymes of brotherhood.
 In question to express and recoup the talents
They need to awaken the dead soul

The role of cleanliness in our real life situation


A person who has a sense of beauty of cleanliness can be a great man successfully. A great man is he who is free from all sorts of guilt in professional as well as academic life. About education, there are two concepts of learning, one is children learning and another one is adult learning and in this respect, according to the concept of children learning a child learns things from his parents and the environment. In case of environmental teaching, the spanking of the parents cannot be ignored. The knowledge of the children is developed from their early age, if he or she is brought up in a good environment, he must succeed to have a bright future in the long run; there is a proverb in English, knowledge is power and from knowledge, virtue and goodness flourish. So a wise personality must be found to be emerged in deep thought and cultivating knowledge. Another concept is adult learning; we cannot teach any adult, we can only help them to learn, the impression of childhood of the children influences the later life of the adult. The adult may choose their future profession and settle themselves in developing their career, a man who is fighting for a reasonable cause must be a great man in future. A clean man is he who is out of all ignorance and evil. An evil man is the curse of society. He lives in prejudice and dies through all sorts of unethical performances in society. He never follows the rules and regulations of social life. He remains spiritually dead during his lifetime as he does not contribute to anything to society. A person who understands the concept of cleanliness, he cannot jeopardize his life by involving himself in evil doings. He must remain free from corruptions, misdeeds, terrorism, drug-addictions, superstitious rather he should be engaged in involving himself to be the harbinger of the humanity. He seems to be reserved in his way of life for which he must not suffer from indecisions. Hopeful and constructive should be the way of his life and as such, he cannot do whatever he likes to do because of his honesty and sincerity. A good citizen should have sense of application of his knowledge and skills in any particular area. A good personality never likes to love hue and cry. He has responsiveness to sound as well as environment pollution. A clean person always keeps aloof from environment pollution. Even he remains alert about global warming. A society cannot be harmed by his intervention illogically. A smart society tries to preserve such personalities who is clean and has sense of beauty globally. The person who is a burden of society due to his activities in the country, his thoughts are with the books of modern and ancient times, he is a good communicator with his fellow friends and he remains lamented when he commits wrong. He never commits to any deeds because he knows that a good performer must win in the long run for which rendering social service is the best way to serve the nation. An illiterate person cannot have good sense of knowledge in social and cultural life, he never be treated as a coward in society because he knows one message of William Shakespeare that cowards die many times before their death but valiant never taste of death but one. A man who leads life controlled and cleanly maybe a clean person in respect of knowledge and skills being a man of parts who always avoids chaos and confusion from the outside A person who is symbolically involved in corruption cannot enjoy free and prosperous life. The great personalities who have sense of beauty and cleanliness must succeed in life. There is a proverb in English that money is lost nothing is lost, health is lost something is lost but character is lost everything is lost. Hence it is said that the crown and glory of a life is character. If we look around the world, we will find that every great man had sense of beauty and cleanliness. They were all sophisticated and model of truth to retaliate real life situations. It is said that a truth of beauty is a joy forever and as such, truth is beauty and beauty is truth. According to Somerset Maugham, "It is difficult to pass over the razor's edge but the wise say the path to salvation is hard". A life is inanimate if there is no sense of beauty and cleanliness. The truth is confined to its beauty which is enlightened or embalmed with the pronounced cultivation of knowledge and art.

He says that the first creation of God, in the works of the days, was the light of the sense, the last was the light of the reason and his Sabbath work, ever since, is the illustration of his sprit of his spirit with life because it can play havoc with his fortune.

OF STUDIES:  He points out through generalization that we should study. If we spend much time for studies over theoretical aspects instead of applied aspects then we encouraged sloth. Over much study leads us to show our pedant city and boosting too much study make us or till badly upon us, he provides us with prescriptions as to how we should study. He says that some books are red in parts, some entirely, some curiously, some carefully and some summarily.

 OF PARENTS AND CHILDREN: Bacon says that during childhood and youth one may get much liberty and he urges parents to expose the vacation and coarse while their children, will be made otherwise they will take the shelter of nakedness.

 According to him there are two types of learning, one is Pedagogy which is Children learning what is rendered by the parents and his surroundings and the other is Andragoggy which is adult learning what is rendered in the form of guidance and control where nobody can teach the adult. I like him because to me, no 19th-century author had greater psychological insight or philosophical depth or as systematically plumbed the mysteries of the human soul in the field of human Psychic and spiritualistic ideology of real life phenomena.

A short Account of the Author: The Russian novelist Fyodor Mikhailovich Dostoyevsky, stands at the very summit of Russian literature and is considered by many to have brought the Western novel to the peak of its possibilities. Sigmund Freud, for one, considered the treatment of patricide in The BROTHERS KARAMAZOV the equal of that of Shakespeare in Hamlet The son of a Moscow military doctor who was murdered by his serfs, Dostoyevsky grew up in materially comfortable but psychologically damaging circumstances. After finishing a military engineering education in 1843, he soon turned to literature. • BROTHERS KAMRAMAZOV The Brothers Karamazov (1879-80; Eng. trans., 1927) is DOSTOYEVSKY’s last work and greatest novel. In it, Dostoyevsky presents four Karamazov Brothers—the passionate Dimitri, the intellectual Ivan, the mystical Alyson, and the misanthropic Smerdayakov.e dramatizes their fate, their relationship with their father, and the guilt they suffer because of his murder. The novel concerns with everything that Dostoyevsky struggled with during lifetime: faith and doubt, love of authority and hatred of it, sensuality abstinence, hatred of the human race and the love of it. Crime and Punishment Crime and Punishment (1866), is a psychological masterpiece by the Russian novelist Fyodor DOSTOYEVSKY, mixes such contemporary 19th-century themes as the anonymous, alienating power of society with the universal problems of crime, guilt, and redemption. Raskolnikov, an impoverished student in Saint Petersburg, kills and robs a grasping old woman pawnbroker, but his ostensible motives serve merely to introduce the author's exploration of the nature of justice and truth. Raskolnikov ultimately decides to accept punishment through his love for the young prostitute Sonya, whose life is one of suffering and remorse. Notes from the underground The Underground (1864), a powerful work that is considered the philosophical testament of existentialism as well as the prologue to DOSTOYEVSKY’s great tragic novels. The Underground Man is a cynical denizen of St. Petersburg, alienated from his surroundings and his fellow man, who nevertheless poses a powerful challenge to the impersonal forces of rationalism, progress, and social engineering. He is an intransigent champion of free will. The Idiot The Idiot (1869; Eng.trans.,1913) portrays a morally blameless man, Prince ,whose Mishkin, whose innocent and simple nature and epileptic seizures cause him to be taken from a certain. His Christ like qualities, far from influencing those about him, is to be utterly incongruous in a sinful world. Nastasya Filipovna, who has been cruelly treated by a former lover, is attracted both to Mishkin and the evil Rogozin, and is unable to commit herself to either. When Rogozhjn kills her, Miskin's allows him to be an unwitting accomplice in the murder. The Possessed DOSTOYEVSKY’s next novel, Besy (1872; The Possessed), earned him the permanent hatred of the radicals. Often regarded as the most brilliant political novel ever written, it interweaves two plots. One concerns Nikolay Stavrogin, a man with a void at the centre of his being. In his younger years Stavrogin, in a futile quest for meaning, had embraced and cast off a string of ideologies, each of which has been adopted by different intellectuals mesmerized by Stavrogin's personality. Shatov has become a Slavophile who, like Dostoyevsky himself, believes in the "God-bearing" Russian people. Existentialist critics (especially Albert Camus) became fascinated with Kirillov, who adopts a series of contradictory philosophical justifications for suicide. Most famously, Kirillov argues that only an utterly gratuitous act of self-destruction can prove that a person is free because such an act cannot be explained by any kind of self-interest and therefore violates all psychological laws. By killing himself without reason, Kirillov hopes to become the "man-god" and so provide an example for human freedom in a world that has denied Christ (the God-man). I Like His Books Since his death Dostoyevsky's fame has continued to grow. None speaks more immediately to the mood and tone of the present century. In fact, it might be said that Western civilization in the second half of the 20th century has become "Dostoyevskian."

Cold war is a war of no battlefields. The heads of the states never follow the policy of war. A Cold war is not a physical war rather it is a challenge to find out the possible solutions in consultation with other leaders within the country or outside the country before war. ‘Cold War' means such type of silent war where circumstantial evidence influences one country towards war by way of prolonged discussion against possible evil forces. In diminishing war, the heads of the states become anxious to resolve the crisis in order to depict capacity and strength among other nations of the state. In ruling over a country, one becomes sufferer in respect of economic crisis, administrative blockades and lack of financial problems, the head of the states absorb in deep thought to bring out a solution to resolve the problem. In that hypercritical state of affairs of a nation, a cold war predominates in course of time. According to John Rid, Cold war is not a civil war which takes place in a country due to variation of opinions among different classes of people. The Tragic End of Cleopatra

William Shakespeare was an uncommon talent in the sky of English Literature. He was second to none who had created a revolution in the history of Mark Antony and Cleopatra. In the history, Cleopatra was a beautiful lady who by dint of courage and perseverance won the heart of Mark Antony, the emperor of Roman empire after the death of Julius Cesar.

The last days and death of Cleopatra and Mark Antony have been vividly reflected as per history. Antony died a slow death after an initially unsuccessful suicide attempt by way of a stab wound to the abdomen. It is argued that Cleopatra (and her two servants) probably committed suicide through poisoning, rather than the bite of an asp (viper) as is popularly believed.

Death occurred very hastily and the bodies showed no recognisable snake bite wounds. Fatal viper bites are characteristically associated with prominent, swollen and haemorrhagic wounds. Cobras may cause rapid death in spite of minor bite wounds, but in order to kill three adults, the snake would have to be large.

According to the Legend,  it is evident that the reptile was smuggled to Cleopatra in a small basket of figs, which would not have been possible with a large snake. The relationship between Cleopatra and Mark Antony was one of the best-known love stories in history, and their double suicide in the year 30 BC has been dramatized many times through the centuries.

Writers and historians have created such diverse images of Cleopatra that it is difficult to distinguish between reality and myth — the capable and beloved last Queen of Egypt versus the romanticised version of a seductive, ambitious, beautiful woman manipulating all around her to her own advantage.

This thematic efforts, which reflects on the last days of Cleopatra and Antony, draws much of its evidence from the writing of Plutarch, a Greek who lived roughly a century after Cleopatra and based his information on contemporary texts which are no longer extant, and on the memoirs of Cleopatra’s physician, Olympus.Shakespeare has tried to explain the tragedy of Cleopatra in a vivid and realistic gesture which is uncommon in the history of English literature.

Commonwealth War Cemetery of Comilla in Bangladesh is a historical place situated inside Bangladesh in midst of innumerable plants and trees with unprecedented natural beauties. It is a clear memoir of soldiers who had laid down their lives for the sake of birth right to defend equality, justice and peace of mother land as a tentative flow. As a Counter Part officer of FEEM (Finance for Economics and Economic Management) Course for Mid-level officers of Bangladesh Civil Service steered by Financial Management Reform programme in collaboration with Financial Management Academy, I had a chance to visit Commonwealth War Cemetery of Comilla in 2006 in connection with a study tour. In my opinion, this cemetery inspires people to consecrate for the sake of truth, prosperity and overall self-governing hopes and aspiration. The soldiers lacerating their lives have publicized the symbol of discipline, respects and dutifulness for mother land. Freedom is such a word with which a man can cherish to improve his lot in respect of cultivating mechanism of democratic institution as a faltering flow. If we look around the tomb, we will find the names of the world heroes of different castes and creed through out the world. As a mimed bystander of world history, Commonwealth war cemetery is situated with its past glory at Mynamati of Comilla enthralling the ecstasy of loneliness under ever green natural beauties demarcated by numerous plants, trees, grasslands and herbs. Like other artifacts of Budhabihar and Ranikuthi, such world famous and historic cemetery not getting any younger of Second World War has enriched Comilla in view of its glittered brilliance surrounded with uncommon natural beauties encountered by herbs, creepers, bushes of plants and trees. About uncountable attractions of the people, this memorial park has been engraved with respects and dignity. Even if, this world cemetery has added a new dimension of this glorified district towards heritage, culture and ritual of Bangladesh. Not only in Bangladesh, this historical cemetery has won the outstanding vision of the people all the way through out the whole world which whip the heart of the people in the sense that the heroes who had laid down their lives for the cause of egalitarianism and emancipation of the country are really the great men who have not well thought-out their self greediness rather they have dyed-in-the-wool their lives to run off with freedom from the despotic rulers. Due to the gallant touchwood of mammoth memories of World War II ( 1939-!945), the name of this historical cemetery has been spread far and near in due sense of honour and high esteem for such freedom fighter as they had dedicated their lives for the just cause of heroic deeds. They did not lag behind from the warfare thinking about their children, fathers and wives and their close kith and kin. They have never looked behind and never been deviated from their sacred duties to safeguard their mother land bedded on good faith, unity and trust with the creator. They have never made any breech of trust with the widespread people and their blood mixed with their reliance and philosophy of life. This memorial tomb is in times gone by momentous because the soldiers from different walks of life coupled together and fought in the battle turf. They died for the sake of freedom and success to establish democratic rights of the people. They are the symbols of national hero and the people from different countries of the world memorialize their painstaking life of war with acclamation bedded on praise and somber mood. According to the accounts stick on the wall of the world cemetery, 736 soldiers have been buried here symbolizing their contribution in World War II for their courage, heroism and hardihood. The soldiers were from Russia, Japan, Pakistan, Afghanistan, India, Burma and many other parts of the world. The carved names upon these necropolises are undoubtedly declaring their loyalties to establish equality and liberty of the people. We behold the tomb glittered with golden rays of the sun with cosmopolitan outlook and find unrestrained spiritual and eternal peace of life.

Along the Way of Darkness


The three roads inside the forest diverged
Into the depths of the water,
Under the bay where the rays of the sun
Twinkling and glittering in the waves
As if prying into the deep water.
The branch of the tree laden with the stone
Stuck with the meadow in line with the branch
 And birch of the whole vision of the day,
I am the last passenger of the bay
Who landed on the rafts of the plantain
Nothing possible is to be done
Known view to the people
who passed by Along the waves
Intoning waves created by the water lily
They outdo and compete in the glitter
The water lily is dancing on the beam of the sun
The sun shines with scorching heat
As if it streamlines the whole scenario.
The passersby nodes do not know their actual way
Where the waves are moving with reckless motion
In the weary gestures like the dancing gleefully
As if the darling swims in the bay peacefully.




The poem The Way of Darkness' is an allegorical poem in which the consequences of the transient world have been vivaciously contemplated. Man comes down to the ephemeral world for a transitory period and after causing decay and destruction man's temporary earthly life is finished. In the transient world, man has to fight against misfortune, evils, and superstitions to have a normal zest of life. The roads are diverged in the woods out of which man has to choose one to lead his life controlled and cleanly.

To fight against snatching the bread and butter,
